Codford Parish Council Meeting Minutes – 1st September at 7.00pm

Present: Councillors Tom Thornton TT, Sarah Dorrington SD, David Williams DW, Nicola Carpenter NC, Jon Neville JN, Simon Howe SH and Chris Brayne CB

087. Minutes of the meeting held on 28th July 2025 (Previously circulated) LGA 1972 Sch 12 para 41(1) Parish Council approved the minutes were a true record of the meetings decisions and were signed by the chairman.

088. Matters Arising from previous minutes and Chair’s announcements

• ANPR camera at Codford Service Station – Cllr Brayne has prepared a draft letter inviting neighbouring parishes to support the fundraising campaign for the proposed camera installation.

• Codford Tea Rooms – Asset of Community Value (ACV) Cllr Brayne to engage with the current business owner to seek their views, and review relevant criteria and precedents. Findings will be presented for discussion and possible resolution. On going.

• Cllr Thornton has liaised with the resident regarding the wall on Chitterne Road and received assurance that it has been made safe and professionally managed. However, the issue of the hanging cables remains unresolved and continues to be a concern requiring attention.

089. Casual Vacancy – Codford Parish Council

A statutory notice of vacancy was published on Friday 29 August 2025 and displayed on the Wiltshire Council website and notice boards around the village. Any requests for an election must be submitted to the Returning Officer at Wiltshire Council by the deadline stated in the notice. A form is available from the Parish Clerk.

090. Approval and signing of reconciliation of Parish Accounts for the months of July and August 2025 Internal Audit Accounts & Audit Regulations 2003 reg 2 Council approved the accounts for June 2025. Bank reconciliations were checked and signed by CllrJ Neville. Clerk reported that the Lloyds Bank balance as of the 27th August 2025 is £7,384.44

091. Local Government Pay Claim 2025/26

Parish Council noted the updated pay scale for the 2025/26 financial year. The Clerk’s revised salary and backdated pay from April 2025 will be considered under the confidential agenda item.

093. Planning Application Consultation (Town and Country Planning Act 1990. Town and Country Planning (Development Management Procedure) Order 2015

Application No: PL/2025/06539

Proposal: Prior Approval under Class R for conversion of an agricultural building to a flexible commercial use. SITE ADDRESS: EAST FARM BUNGALOW, EAST FARM, CHITTERNE ROAD, CODFORD, WARMINSTER, BA12 0PG No objection

Please note that in planning matters the parish council acts as the consultee of the Principal Authority. The principal authority being the deciding body, parishioners can make their comments directly to the authority.

094. Bus Shelter Transformation to Book Stop Launch

Parish Council noted with appreciation the successful launch of the repurposed bus shelter, now serving as Codford’s community Book Stop. A formal vote of thanks was recorded for all the volunteers whose time and creativity brought the project to life. The Chairman extended particular gratitude to the Fireworks

Working Group, whose generous funding made the full refurbishment possible.

095. Parish Steward.

Clerk reported that there had been no scheduled visits from the Parish Steward in August as they were doing Noxious weed removal works. Jobs for September:

  • Clear weeds on foot path/pavements on Salisbury road

  • Pot hole on the junction to East Farm (Chitterne road)

  • Overgrown hedge – Chitterne road

096. Recognition of Volunteer Contributions

The Clerk reported that three young people chose to volunteer within the parish as part of their Duke of Edinburgh Awards. Their contributions include regular litter picking and weekly inspections of the play park and playing field. Parish Council formally acknowledged and thanks them for their commitment to the community.

097. Codford Green Corridor

Parish Council explored opportunities for enhancing biodiversity, climate resilience, and community wellbeing through the creation of interconnected green spaces across the village to support Codford’s entry into the CPRE Best Kept Village Competition 2026. The Clerk presented a draft notice for the Parish Council to consider and issue a call for volunteers and welcome community contributions of ideas. Cllr Dorrington offered to prepare and publish a follow-up notice across relevant media platforms.

098. Strategic Funding Plan for ANPR Camera Installation at Codford Village Garage

099. Calming traffic restrictions – Green lane

The Clerk presented a completed Highways waiting restriction form submitted by a concerned resident. The Parish Council reviewed the application and agreed to support the application. Additionally, the Clerk was asked to follow up with the Village Hall maintenance team regarding the issues raised in relation to the play park.

103. Notice of items to be taken into consideration at the next meeting. Councillors are asked to highlight any further items.

  • Grant Application received from the War Memorial Trust

  • Concerns were raised regarding the untidy condition of the clothes recycling banks located behind the village hall. Cllr Brayne has contacted the Air Ambulance service to address the matter.

  • Cllr Thornton will follow up with a resident observed depositing household waste in the layby bin on Salisbury Road, to advise that this is not appropriate use of the facility.

  • Cllr Williams reported that the waste bin on Giggan Street is damaged. Cllr Thornton offered to address the issue while working in the area.

If Councillors have been approached by parishioners with an issue/item for Council to investigate, please can Councillors send it to the Clerk within 6 clear days of the next meeting. If Councillors wish motions to be included on the next Agenda, they need to be sent to the Clerk before the 29th April 2025 as per Standing Orders.
